Company history

AT Consulting’s development history began in 2001 with the formation of the consulting company ARS-Telecom by a group of professionals with extensive experience in the world’s leading IT consulting companies. The new company began offering high-quality information technology consulting services to the companies of telecommunications, insurance, banking, and many other sectors of the economy.

In 2001 the company started working on its first orders, participating in a project to implement a billing system at VimpelCom. Collaboration with VimpelCom continued in 2002, when the company engaged ARS-Telecom to implement a regional migration project for the implemented Amdocs centralized billing system. The scope of the project included in-depth analysis of the client’s business, restructuring of the business processes of regional branches, and data migration from old billing systems. User training in new business processes and information applications was organized at all regional branches.

In 2003 OJSC VimpelCom implemented the ClarifyCRM system, allowing to optimize customer relationship management processes. Other major projects implemented in 2003 include:
  • Implementation of the ClarifyCRM system in regional branches of OJSC VimpelCom;
  • Maintenance and update of Oracle E-Business Suite for OJSC VimpelCom;
  • Implementation of the HRMS module for OJSC VimpelCom;
  • BIIS project at OJSC VimpelCom;
  • Development of an IT strategy for Ekaterinburg Cellular Communications 2000, the leading cellular communications operator in the Urals;
  • Development of the Soluter PRM system (Spain).
    The company employed 50 people.

In 2004, ARS-Telecom was renamed ARSTEL Consulting. Projects implemented included automation of business processes at OJSC VimpelCom using the Oracle E-Business Suite (jointly with other consulting companies) and creation at OJSC VimpelCom of the world’s fourth-largest data warehouse in terms of volume, which AT Consulting is still supporting and expanding. At the end of the year, the company’s staff had grown to 150 people.
In 2005, ARSTEL Consulting was selected as an outsourcing company to maintain and update the Oracle E-Business Suite. A new Banking line of activity was set up to provide services to the financial sector. The company ATC Kaz was founded to represent ARSTEL Consulting’s interests in Kazakhstan.

Projects implemented:
  • Support and update of Oracle E-Business Suite at OJSC VimpelCom;
  • Launch of a project to implement the Amdocs ClarifyCRM system at KaR-Tel;
  • Implementation of Siebel CRM at the publishing house “Sekret Firmy”;
  • Implementation and support of the eCare, ClarifyCRM, and BeePay XP systems at OJSC VimpelCom;
  • Implementation of Amdocs ClarifyCRM at LLC KaR-Tel;
  • BIIS project for OJSC VimpelCom;
  • Description of customer relationship business-processes for OJSC Rostelecom;
  • Development of CRM system specifications for Bank Petrocommerce;
  • Management of iFlex system implementation for Home Credit and Finance Bank;
  • Delivery and deployment of an analytical system on the Panorama platform for Business Systems, Sandora, and VP Market.

Partnership statuses:

  • Aman Computers – Informatica Ltd. – Informatica Partner status;
  • Panorama Software – partnership status;
  • InStranet Inc. – System Integrator Partner status;
  • SAS – partnership status.

By the end of 2005, the company employed 250 people, and the group’s total revenue reached USD 15.5 million, or more than twice the figure for 2004. The company’s turnover was distributed among implementation of ERP systems (48%), Business Intelligence tools (27%), and CRM solutions (25%).
Large-scale restructuring of the business to unite the companies under the single brand name AT Consulting took place in 2006 in order to help clients increase efficiency and production effectiveness through advanced solutions and the combined knowledge of the design teams. A CCIL project to set up a knowledge base at OJSC VimpelCom was launched, along with a project to implement the VimpelCom-Regions technical infrastructure in the CIS.

  • Purchase Requisitioning project for OJSC VimpelCom;
  • Launch of OeBS at OJSC VimpelCom in the Northwestern, Southern, and Central regions;
  • BIIS project at OJSC VimpelCom;
  • Implementation of a Data Mining system for OJSC VimpelCom;
  • Implementation of CCIL knowledge base at OJSC VimpelCom;
  • Implementation of Comverse prepaid platform at LLC KaR-Tel;
  • Implementation of financial modules and RC for Video International;
  • Implementation of discrete component manufacturing and planning at OMK (United Metallurgical Company);
  • Development of CRM system functional requirements at OJSC Ingosstrakh;
  • Selection of a banking system for the Halyk Bank of Kazakhstan (Halyk Bank);
  • Management of iFlex system implementation for Home Credit and Finance Bank;
  • Organization of implementation of an insurance system for Rosgosstrakh;
  • Delivery and deployment of an analytical system on the Panorama platform for Outdoor 1 (Gallery group).


Partnership statuses:

  • IBM – official IBM Business Partner status of the Member level;
  • Temenos – official partner.

The company employs 300 people, a sixfold increase since 2001. Our growth rate is proof of the effectiveness of the solutions we offer our clients.
