Development of New IT strategy for Halyk Bank of Kazakhstan. Organization of Tender to Select Automated Banking System Provider
Project Tasks
The main strategic task facing the client was strengthening its positions on the banking services market and expanding the occupied segment by offering the market new banking products. The decision was made to develop an integrated IT strategy that would be in line with the bank’s development strategy and be conducive to the most effective implementation of this strategy. Above all, this system had to allow implementation of the automated banking system most suitable for solving the bank’s operational tasks.
Chosen Solution
Halyk Ban of Kazakhstan held a competition, as a result of which AT Consulting became the sole contractor for all work required to carry out the tasks of developing an IT strategy, working out ABS requirements, and organizing a tender.
Project Implementation
AT Consulting specialists implemented the project, which lasted from December 2005 to May 2006, in three phases:
- Preparation for evaluating providers (analysis of the client’s tasks, a system of evaluation criteria);
- Organization and holding of a tender (collecting applications, analyzing the functional capabilities of tenderers’ banking systems);
- Processing and formalization of the selection results.
The bank’s main requirements for a future ABS were support of a single integrated client base, flexible customization of banking products, the ability to install business processes, and the provider’s readiness to redesign the system to meet legislative requirements of the Republic of Kazakhstan. All of these requirements were translated into criteria, which were then used to create an evaluation scale for selecting a specific solution.
